Background
Alix Peterson Zwane is a development economist and impact investor with over 20 years advancing evidence-based aid and international development. Born and raised in Colorado, she began her career in management consulting and then served on the faculty of the Agricultural and Resource Economics Department at the University of California, Berkeley. She holds a Ph.D. in public policy from Harvard University and has published in *Science*, the *Proceedings of the National Academy of Sciences*, and the *Quarterly Journal of Economics*. She is a World Economic Forum Young Global Leader.
Before founding GIF, Zwane was the first employee and executive director of Evidence Action, where she scaled service-delivery models grounded in rigorous evidence — most notably school-based deworming that reached hundreds of millions of children and safe drinking-water programs serving millions of people across four countries. She also launched Evidence Action Beta, an incubator for development innovations, and held strategy and investment roles at the Bill & Melinda Gates Foundation and Google.org.
Zwane served as the founding CEO of the Global Innovation Fund from its 2015 launch. Under her leadership, GIF grew from a UK–US flagship project into a multilateral, "social-returns-first" investment vehicle, committing roughly $120M+ to some 68 innovations across 36 countries. On February 28, 2024, GIF announced she would step down as CEO at the end of March 2024, transitioning to a senior-adviser role; Joseph Ssentongo (previously COO, at GIF since 2017) became acting CEO. Board Chair James Clark noted, "Under Alix's tenure, GIF has had a positive impact on the lives of millions of the world's poorest people."
Since 2024, Zwane has moved into academia and advisory roles. She is Director of Research and Engagement Strategy at Duke University's Nicholas Institute for Energy, Environment & Sustainability and a Newhouse Visiting Professor of the Practice at Duke's Sanford School of Public Policy. She also holds a non-resident Senior Fellowship at Yale's Jackson School of Global Affairs (since September 2023) and has previously served on the boards of Innovations for Poverty Action, the International Initiative for Impact Evaluation (3ie), and Evidence Action.
Investment Thesis & Focus
- "Social-returns-first" investor. Zwane positioned GIF as "hard-headed and soft-hearted" — willing to accept concessional financial returns in exchange for measurable social value, especially in fragile contexts.
- Backs the "pioneer gap." GIF targets the funding stage between initial grants and commercial viability, giving entrepreneurs capital to "validate their ideas and transition their innovation to scalable, bankable projects" — a stage traditional aid and development-finance institutions overlook.
- Deliberately sector- and geography-agnostic. In her own words: "We don't have a sectoral focus. We don't have a geographic focus. We're really interested in accelerating evidence-based innovation that improves the lives of people who live on under $5 a day."
- Chases market failures. She looks for "places where there are market failures… because there's a missing market due to high costs of market discovery," where "social returns might not just be large, but large relative to private returns."
- Backs the entrepreneur as much as the idea. GIF relies on networks of co-investors, accelerators, and incubators, and uses stage-gated, flexible instruments (grants, equity, debt, convertible notes) from an evergreen/patient-capital structure without exit pressure.
- Evidence as valuation. She champions "practical impact" — using the best available data and evidence to guide decisions and continuously re-underwriting impact the way VCs re-underwrite financial valuations.
