Background
Andrei Ostacie is a Bucharest-based product-design entrepreneur and angel investor. In 2003 he co-founded OKAPI Studio with Gabriel Lungu, and he has served as its manager since October 2003. OKAPI is a digital product design and development studio that applies design-thinking methods to help first-time founders and established companies define, prototype, and launch new products and services. The firm operates from two hubs — Bucharest (Franzelarilor 2, District 2) and the San Francisco Bay Area (El Cerrito, CA) — and maintains a core team of roughly 25 people plus a network of technology partners.
Ostacie studied at the Colegiul Naţional de Informatică in Piatra Neamţ before earning a BA in Marketing and Commerce from the Academia de Studii Economice din București (Bucharest University of Economic Studies), roughly 1999–2003. His career sits at the intersection of design, product, and early-stage investing — he pairs hands-on product-building experience from OKAPI with capital and advisory support for young companies.
Beyond OKAPI, he is a member of TechAngels Romania, one of the country's most established angel-investor networks, and has held investor/advisor roles at IoT-focused Zalmotek (since April 2017). He is also active as a startup mentor, contributing to the Founder Institute and Commons Accel programs, and appears as an expert in the "RO Program" run by Startup Universe — reflecting a broader commitment to developing Romania's and the region's startup ecosystem.
Investment Thesis & Focus
- Invests as an angel at the seed / early stage, typically in technology-driven software and digital-product companies.
- Draws on a product-design and design-thinking lens — his OKAPI background means he tends to back founders building well-designed digital products and services, and can add value on product, UX, and go-to-market.
- Sector interests span fintech, edtech, e-commerce/SaaS, IoT, and design/creator tooling, based on his portfolio.
- Strong regional focus on Romania and South-Eastern Europe, complemented by a U.S. (Bay Area) presence through OKAPI.
- Invests both directly and via the TechAngels Romania angel network, and frequently engages founders through mentorship/accelerator programs (Founder Institute, Commons Accel).
