Background

Andrew Moore is a Hong Kong-based real estate investment executive best known as the co-founder and former chief executive of Pamfleet, a value-add Asian real estate investment manager. As of 2026, IPE’s Reference Hub lists him as Chairman of Asia Real Estate at Schroders Capital; 2025 reports on Schroders Capital’s appointment of Junnosuke Ando state that Moore moved from Head of Asia Pacific Real Estate into the chairman role and remained based in Hong Kong.

Moore began his real estate career in London in 1987 as a graduate with Edward Erdman Chartered Surveyors, then moved to Nelson Bakewell. He relocated to Asia in 1993 with Jones Lang Wootton, now JLL, where his work included The Peninsula Hong Kong’s extension project and Jardine’s new development in Ho Chi Minh City. From 1995 to 2000 he worked at Jardine Fleming as portfolio manager of a pan-Asian real estate fund.

In 2000, Moore co-founded Pamfleet with David Holdsworth and Singuz Lo through a management buyout of the Jardine Fleming platform. Pamfleet built its record as an operating partner that originated, co-invested in, and asset-managed value-add real estate investments, including notable Hong Kong transactions such as Vicwood Plaza, Kowloon City Plaza, Nexxus Building, and KoHo.

Moore holds an honours degree in Urban Land Administration from the University of Portsmouth and a master’s degree, with distinction, in International Real Estate from Hong Kong Polytechnic University. He is a member of the Royal Institution of Chartered Surveyors and the Hong Kong Institute of Surveyors, and has served on ANREV’s Manager Advisory Council and ULI Asia Pacific’s Capital Markets Council.

Investment Thesis & Focus

  • Moore’s core strategy is value-add real estate in dense Asian gateway markets: acquire assets that are under-managed, dated, poorly configured, or mispriced, then create value through refurbishment, rebranding, tenant repositioning, leasing, and active asset management.
  • In a 2018 Urban Land article co-authored with Allan Lee, Moore argued that in Hong Kong “more interesting opportunities lie in other, less-visible parts of the market” and that investors willing to “roll up their sleeves” can find value away from trophy assets.
  • The Pamfleet thesis focused on rental uplift from repositioning older buildings, especially where grade-B or grade-C assets could be upgraded, where traditional owners were not maximizing returns, or where short leases and straightforward building-control rules made execution practical.
  • Pamfleet and Schroder Pamfleet have focused on office, retail, residential, mixed-use, hotel, co-living, and other operational real estate in Hong Kong, Singapore, Shanghai, and broader Asia Pacific.
  • Schroders Capital’s real estate platform now frames its strategy around “resilient, future-proof real estate portfolios,” local expertise, operational excellence, sustainability, hospitality/living, logistics, and assets aligned with long-term occupier and demographic demand.

Notable Investments

  • Nexxus Building, Hong Kong: Pamfleet made its name transforming the former Hang Seng building on Des Voeux Road Central into the Nexxus Building.
  • Infinitus Plaza, Hong Kong: Cited by Mingtiandi as one of Pamfleet’s best-known value-add commercial projects.
  • Bonham Circus, Sheung Wan, Hong Kong: Pamfleet bought the former EIB Centre for HK$1 billion in August 2016 and reportedly sold it in early 2018 for HK$1.7 billion.
  • The Nate, Nathan Road, Hong Kong: Pamfleet and District15 acquired a 13-storey building on Nathan Road for around HK$600 million and launched it as a co-living studio-apartment project.
  • Worfu / Provident Square, North Point, Hong Kong: Chelsfield Asia Fund 1 and Pamfleet acquired Provident Square in 2018 for approximately HK$2 billion and repositioned it as Worfu.
  • Citypoint, Shanghai: Pamfleet acquired the top four floors of Citypoint on West Huaihai Road from Blackstone for RMB 410 million in 2018.
  • Cohost West Bund, Shanghai: Pamfleet’s first Shanghai project was a co-living repositioning near the Shanghai Botanical Garden through an RMB 82 million joint venture with Deson.
  • Midtown Jing An, Shanghai: Chelsfield Asia Fund 1 and Pamfleet acquired a 50% stake in four office buildings in 2019, targeting value-add refurbishment and tenant-mix optimization.
