Background

Bill Evans is the Founder and General Partner of Rock Health Capital, a digital health venture fund that backs entrepreneurs working at the intersection of healthcare and technology. He first joined Rock Health in 2016 as CEO and Managing Director, leading the team and working closely with portfolio companies, and later launched the fund's next chapter as Founder & GP (Fund II closed in July 2023). Alongside the fund, he founded and chaired Rock Health Advisory, which provides digital health membership and strategy programs to large enterprises.

Before Rock Health, Evans spent more than a decade in pharma and biotech. He served as Senior Director at Roche Diagnostics (2014–2016), where he launched the oncology decision-support business unit that became Navify. Prior to that, he spent over ten years at Genentech (2003–2014) in a range of leadership roles, including work in health technology. This operating background across drug and diagnostics companies gives him an unusually deep view of how healthcare enterprises actually buy and adopt technology.

Earlier in his career, Evans worked in the late-1990s/early-2000s Silicon Valley startup world (including software and systems engineering roles at Epinions.com, 2000–2003) and began as a Programmer Analyst at Goldman Sachs (1998–2000), working on FX exotic derivatives pricing and transaction processing. He holds a Bachelor of Arts in Economics from Harvard University, where he was a rower. Personal color he shares publicly: he is a husband and father of four, an avid wilderness camper, and notes he may be the only venture investor who is also a member of the Teamsters Union.

Rock Health itself was founded in 2010 by Halle Tecco and Nate Gross and is one of the longest-running dedicated digital health investment platforms, pairing the venture fund with enterprise advisory services and a nonprofit focused on health equity.

Investment Thesis & Focus

  • Invests at Pre-Seed, Seed, and Series A, typically writing checks in the ~$500K–$3M range, and will lead rounds.
  • Focus is squarely on digital health / healthcare technology — virtual care, femtech and maternal-health outcomes, care infrastructure, and health data/AI-enabled tools.
  • Core thesis Evans has articulated: "everything that can be treated virtually will be" — a bet on the continued shift of care delivery into virtual and specialized digital channels.
  • Leverages Rock Health's three-pronged platform (fund + enterprise advisory + nonprofit) to give portfolio companies proprietary market data and enterprise/health-system relationships that a stand-alone fund can't easily match.
  • Runs an Equitable Investments Initiative, using original survey data on founder race and gender to actively direct more capital to underrepresented digital health founders.
  • Emphasizes reframing digital health around patients and outcomes rather than hype — a recurring theme in his public commentary and Rock Health's research.

Notable Investments

  • Synapticure — virtual, multidisciplinary care platform for neurodegenerative diseases (e.g., ALS, Parkinson's); Rock Health Capital participated in a ~$25M Series A.
  • Pear Suite — infrastructure for community health workers and community-based care; Rock Health Capital co-led a $7.6M Series A (with Nexxus Holdings).
  • Rosarium Health — home modification/accessibility services reimagining physical space as care for aging and disabled adults; Rock Health Capital co-led a ~$1.7M pre-seed (with Primetime Partners; Flare Capital participating).
  • No Barrier AI — among Rock Health Capital's most recent investments.
  • Broader Rock Health portfolio (firm-level, across its history) includes marquee digital health names such as Omada Health, Collective Health, and Benchling, reflecting a track record that includes multiple unicorns, an IPO, and 20+ acquisitions.
