Chris Holmes is an infrastructure investor at Foresight Group, where he has been identified as a Partner and Co-Head of Infrastructure. Foresight describes itself as an investment manager founded in 1984, active across private and public markets, with real assets, private equity and Foresight Capital Management divisions.
Holmes joined Foresight in 2019 when Foresight acquired the advisory mandate for John Laing Environmental Assets Group, now Foresight Environmental Infrastructure. The deal transferred the JLEN team from John Laing Capital Management to Foresight; Holmes and Chris Tanner, then co-heads of JLEN, became Foresight Group partners.
Before Foresight, Holmes worked at John Laing Capital Management as a Director, where he co-led investment advisory services for JLEN. Earlier, he was Managing Director and Head of the Waste & Bioenergy team at Green Investment Group, formerly the UK Green Investment Bank, where he was responsible for more than £0.5 billion of investment across 18 waste and biomass assets. He also served as Head of Capital Markets in the Infrastructure and Renewables team at NIBC, with responsibility for UK debt origination and advisory in those sectors.
Holmes has more than 20 years of infrastructure experience spanning PFI/PPP, economic infrastructure, renewables and infrastructure financing. He holds a BA (Hons) in Business Economics from the University of Durham.

- HH2E Werk Thierbach: In January 2023, JLEN acquired a 33% stake in Foresight Hydrogen Holdco GmbH, which owns 75% of the Thierbach green-hydrogen project near Borna, Germany; JLEN committed up to €5.7 million to bring the 100MW first phase toward construction readiness.
- HH2E Werk Lubmin: In July 2023, JLEN and Foresight-backed funds invested in the development phase of HH2E’s Lubmin green-hydrogen site in Germany; the first 100MW phase is designed to produce about 6,000 tonnes of green hydrogen annually, with expansion potential above 1GW.
- Green Investment Group waste and biomass portfolio: Before Foresight, Holmes led more than £0.5 billion of investment across 18 waste and biomass assets as Managing Director and Head of Waste & Bioenergy.
- JLEN controlled-environment glasshouse investment: JLEN announced its first investment into a large-scale, high-spec glasshouse in 2022, using low-carbon heat and power from an existing anaerobic digestion asset.
