Background
Chul-Hoon Choi is a senior investment executive at Korea Venture Investment Corp. (KVIC), the Korean government-backed manager of the Korea Fund of Funds. KVIC was formed in 2005 to manage Korea’s mother fund structure; its official site says the government supplies venture-investment resources while investment decisions are handled by KVIC as the specialist institution.
Choi’s public career record at KVIC includes angel and regional investment leadership. In October 2018, he was identified as Head of Angel Investment Division at a UNIST/Ulsan University technology-startup demo day. In November 2019, he appeared at the 2019 Startup Mentoring Conference, speaking on the angel investment market, its growth, and investment methods used by early-stage players such as individual angels, professional angels, and private investment associations.
In January 2025, Korean venture-capital trade press reported that KVIC changed its General Head role from Yoon Hyo-hwan to Choi, then Head of Regional Innovation, with the role covering Fund Management Divisions 1 and 2, Fund Management/Administration, and Regional Innovation. In January 2026, reports said Choi became Head of Fund Management Division 1 while retaining the fund-operations general role; the same article described him as KVIC’s longest-serving employee and effectively its CIO, although KVIC does not appear to publish a formal CIO title for him.
