Dr. C.S. Rao is the Founder & Chairman / Chairman and Co-Founder of QuadGen Wireless Solutions, a telecom network engineering and systems integration company operating across India and the USA. QuadGen’s company page describes him as a global telecom leader with over 40 years of experience and lists prior leadership roles at WiMAX Forum India, Reliance Communications, BT India, Intel India, Lucent, Bell Labs, Tellabs, and CDOT.

His career began in India’s telecom development ecosystem: WAMS 2025’s published speaker biography says he was General Manager at CDOT from 1986 to 1990, then held senior positions at Tellabs USA and India, including Vice President Engineering and Managing Director from 1990 to 1995. The same biography states that he served as Vice President of Lucent USA and Bell Labs USA from 1995 to 2003, then President & CEO of Lucent Technologies India and Bell Labs India until 2008.

He later held senior roles at British Telecom India, Intel India, and Reliance Communications. A 2017 Nucleus Vision investor/advisory-board post described him as Chairman & Founder of QuadGen Wireless and President of Reliance Communications, with more than 35 years of telecom experience, then-currently serving as President of AUSPI, the Indian association representing CDMA and dual-technology telecom players.

Rao holds a master’s degree from IIT, India, graduating in 1977, according to WAMS 2025. His LinkedIn profile lists IIT Chennai from 1975 to 1977, with study areas in data communications, RF, and microwave communications.

• No formal published angel-investment thesis was found. The public evidence points to an operator-angel profile: Rao appears to invest where his telecom, wireless-network, and India market-access experience can be useful.
