Cyril Roux

Cyril Roux is a graduate of the École Polytechnique, holds a doctorate in finance from Harvard University, and is a member of the Institut des Actuaires (the French actuarial body). He began his career in insurance supervision, then worked at the French Treasury (Direction générale du Trésor), before spending roughly ten years with the AXA Group in audit and finance roles.

In March 2007 he joined the ACAM (Autorité de Contrôle des Assurances et des Mutuelles), the French insurance supervisor, where he became Deputy Secretary General. When the ACAM merged into the newly created ACPR (Autorité de Contrôle Prudentiel et de Résolution) in April 2010, he became its first Deputy Secretary General, responsible for prudential supervision of the insurance sector and part of the banking sector, as well as international affairs and accounting.

In October 2013, Roux moved to the Central Bank of Ireland as Deputy Governor in charge of financial regulation. During this period he sat on several European supervisory bodies, including the board of EIOPA (until January 2015) and the ECB's Supervisory Board (through March 2017), with involvement in ESMA and EBA matters.

In September 2017 he returned to the private sector as Group Chief Financial Officer of Groupama, one of France's largest mutual insurance groups. On 1 September 2020 he additionally took the title of Deputy Chief Executive Officer of Groupama Assurances Mutuelles. He has also held governance roles within the group, including chairman-level responsibility associated with Groupama Asset Management.
