Background
David Whitmore is Chair of the Consumer Legal Association, a UK not-for-profit membership body launched in 2026 to represent the claimant legal industry. The CLA says its board is chaired by Whitmore, former Chief Executive of Slater and Gordon UK, and that the organisation exists to set standards, represent the industry with policymakers and regulators, and support access to justice for consumers.
Whitmore has more than 40 years of experience in professional and consulting-services businesses. He was CEO of Slater and Gordon UK until 2022 and continued as a Non-Executive Director after stepping down. City A.M. reported on 29 June 2022 that Whitmore would move to a non-executive role as Nils Stoesser became CEO on 1 July 2022.
Before Slater and Gordon, Whitmore was Vice Chairman of NASDAQ-listed Information Services Group. ISG filings state that he joined Compass in 2007, served as Chief Executive Officer of Compass after ISG acquired the company in January 2011, and became Vice Chairman and President, Americas effective January 2012. ISG’s 2011 acquisition deck described Compass as a global business and IT benchmarking, performance-improvement, data and analytics firm with 180 professionals in 16 countries and about 250 clients.
Earlier in his career, Whitmore was Chief Executive of 4future, European President of Proudfoot Consulting, and spent more than 20 years at Arthur Andersen. ISG’s proxy filing says he was Managing Partner of Arthur Andersen’s UK Audit and Business Advisory business and later Managing Partner of its 14,000-person EMEA Audit and Business Advisory business. He is a graduate of the University of Warwick and a Fellow of the Institute of Chartered Accountants.
Investment Thesis & Focus
- No public source reviewed verified David Whitmore as an active angel investor, seed investor, or VC investor; the provided “Angel Investors / Seed Round” stub could not be corroborated from public sources.
- His public operating focus is consumer and claimant legal services. The CLA says it represents law firms, medical reporting organisations, insurers and associated businesses that support individuals seeking redress through the civil justice system.
- Whitmore’s public thesis at the CLA is standards-led industry representation: “The CLA will be a powerful advocate for those people, as well as setting the highest standards for how all member firms operate.”
- At Slater and Gordon, his stated focus was technology-enabled access to legal services. In 2018 he said the firm aimed to be at the “forefront of the technical revolution sweeping the legal industry” and was investing to make legal expertise easier and more convenient to access.
- His strongest evidenced pattern is as an operator and board leader in professional services, consulting, legal services, benchmarking, data, and operational transformation, rather than as a publicly visible startup investor.
Notable Investments
- No publicly verifiable angel or seed portfolio investments were found in the sources reviewed.
- Compass / ISG transaction: Whitmore was CEO of Compass when Information Services Group acquired the UK-based benchmarking and analytics firm in January 2011. ISG’s acquisition presentation said the consideration was approximately $19.5 million, including cash, a convertible note, and ISG shares.
- Slater and Gordon UK: Whitmore led the UK business as CEO after its separation from its Australian parent. Public reporting credits him with helping revive the UK business and pursuing a technology-focused strategy; this was an executive operating role, not a personal investment.
