Background

Dhananjay Dwivedi is a career civil servant, not a private angel investor. He is a 1998-batch IAS officer of the Gujarat cadre (UPSC 1997), born 1 July 1973 in Village Khadagada, District Dungarpur, Rajasthan. He holds a B.E. in Electronics & Telecommunications from Rajasthan University (1994) and an LL.B. from Gujarat University (2019); some biographical sources also credit him with an MBA in Finance (Duke University). He is due to retire on 31 July 2033.

Over more than 25 years of public administration he has held roles as District Collector (Ahmedabad, Kutch, Surendranagar and others), District Development Officer, CEO of Gujarat Water Infrastructure Co. Ltd (GWIL), and Secretary/Principal Secretary across water resources, finance, home affairs, and general administration departments. Most recently he served as Principal Secretary, Health & Family Welfare (appointed Nov 2023) and, as of December 2025, as Principal Secretary, Panchayats, Rural Housing & Rural Development.

The reason his name surfaces in startup/investor databases is a specific earlier posting: around 2014–2018 he was Secretary to the Government of Gujarat for IT, Science & Technology (including the Gujarat State Biotechnology Mission and administrative reforms). In that role he advised on IT, biotechnology and science & technology policy and oversaw implementation of the state's IT & Electronics Startup Policy — a program to build ~50 incubators, mentor ~2,000 startups, and attract roughly ₹7,000 crore of investment. This public-sector "startup ecosystem" association is almost certainly why an aggregator mislabeled his government email as belonging to an "Angel Investor / Seed Round" — a classification that is not supported by any evidence of personal angel investing.
