Edward Chang

Edward Chang is a Taiwanese biotechnology executive and venture investor who serves as General Manager / President of China Investment & Development Co., Ltd. (CIDC), the venture-capital and investment-consulting arm of Global Investment Holdings (GIH) in Taipei. CIDC, established in 1998 and building on more than a decade of prior business experience, provides management consulting and acts as an intermediary for domestic and foreign investment and technology cooperation. Through CIDC he also led the Grand Cathay Venture Capital funds (I, II and III), which together managed roughly NT$6.3 billion in assets and deployed capital into more than 200 domestic and foreign companies. Multiple sources place his tenure as CEO of CIDC and the Grand Cathay funds at approximately 2002–2015.

Chang is described as a well-known scientist in genetics and cell immunology. He holds a Ph.D. in Bacteriology from the University of Wisconsin–Madison, completed a post-doctoral fellowship at Harvard University Medical School, and served as an Associate Investigator at Cold Spring Harbor Laboratory. Before moving into venture capital he built an operating career in biotech: R&D Director at Applied Microbiology Inc., Vice President at the Development Center for Biotechnology (DCB), and Vice President / Chief Operating Officer at ScinoPharm Taiwan (a leading active-pharmaceutical-ingredient CDMO). He briefly returned to ScinoPharm as COO in 2021.

Beyond his investment roles, Chang has been a central figure in Taiwan's biotech ecosystem. He has chaired (and previously been Vice Chairman of the board of) Maxigen Biotech Inc., a Taoyuan-based orthopedic/biomaterials medical-device company, since 2005. He has served as Chairman of the Taipei Bio-industry Association since January 2020 (Vice President from 2014), as Senior Advisor and Chairman of the Alumni Association at the Development Center for Biotechnology since 2014, and as an Independent Board Member at TWi Biotechnology since August 2021. He is repeatedly cited for his involvement in Taiwan's biotech industrial strategy and in restructuring biotech companies.
