Background

Jim Albert is an insurance-technology entrepreneur best known as the co-founder and chairman of Neptune Flood, the private flood-insurance company he started in St. Petersburg, Florida, in 2016 alongside insurance and technology veteran Bill Martin. Albert built Neptune around a thesis that data analytics, AI-driven underwriting, and "extreme ease of use" could make private flood insurance dramatically more accessible than the traditional National Flood Insurance Program (NFIP) process. Under Albert and Burgess, Neptune grew into what the company describes as the fastest-growing private flood insurer in the U.S., writing business across most states. In October 2025 the business went public on the NYSE as Neptune Insurance Holdings, pricing its IPO at $20 per share, raising roughly $368 million, and reaching a valuation of around $3 billion; Albert participated as a selling shareholder in the offering, underscoring his co-founder ownership stake.
