Background

James E. Foy was born June 30, 1951, in Brooklyn, New York, to a working-class family—his father a police officer, his mother a secretary. He graduated from Regis High School in Manhattan in 1968, earned his undergraduate degree from Boston College (1972), and later completed graduate study at Columbia University (Columbia Business School, 1978). He has credited his Regis education as foundational, and he and his wife Linda are longtime supporters of the school's mission of educating talented students of limited means.

Foy spent roughly 35 years in healthcare leadership, including administrative roles within the Catholic Medical Center system in New York. He is best known for serving as President and CEO of St. John's Riverside Hospital and the broader Riverside Health Care System (RHCS) in Yonkers, NY, for 17 years (approximately 1993 to 2011). Under his leadership RHCS grew into a roughly $250 million system operating four major healthcare facilities. He announced in 2010 his intention to step down by mid-2011, telling local press, "After 17 years, I think it's probably good for the institution and for me to move on," and signaling that he planned to pursue investment and development work with physicians.

In 2013, Foy co-founded Hudson River Capital Partners (HRCP) with Clay Lifflander to invest in companies that add significant value to the health and care system. Lifflander, his partner, has advised and invested in healthcare since 1988 and was previously President of Millbrook Capital Management in New York City. HRCP operates as a lean, two-partner small-cap private investment firm based in Irvington, NY, about 15 miles north of New York City. Foy's value-add to founders is rooted in his operating experience running a large hospital system—giving him an unusual provider-side perspective on which health products and services will actually be adopted.
