Background

Jim Logue is a nationally recognized affordable-housing finance leader with more than 40 years in the industry. He served roughly 12 years as Executive Director of the Michigan State Housing Development Authority (MSHDA), and earlier held senior federal and state roles including Deputy Assistant Secretary for Multifamily Housing Programs at the U.S. Department of Housing and Urban Development (HUD) in Washington, D.C., Executive Director of the New Jersey Housing and Mortgage Finance Agency, and Director of Programs and Policy (and President) at the National Council of State Housing Agencies (NCSHA), where he chaired committee work on Low-Income Housing Tax Credit best practices.

In 2003 he joined Cinnaire (formerly the Great Lakes Capital Fund / Michigan Capital Fund for Housing), where he spent 21 years. At Cinnaire he served as Chief Operating Officer, transitioned to Chief Strategy Officer in a 2017 reorganization, and most recently held the title of Chief Policy & Advocacy Officer before retiring in July 2024. Through Cinnaire he was closely associated with Develop Michigan, Inc. (DMI) — the development-finance venture that is the source of the [hidden] address and the 517-364-8951 Develop Michigan office line.

Develop Michigan, Inc. is a development finance organization formed as a partnership among the Michigan Economic Development Corporation (MEDC), Cinnaire, and the Development Finance Group (DFG). It provides gap financing, senior debt, and equity features for commercial real estate and community-revitalization projects — supplementing, rather than replacing, conventional financing. This is the vehicle Logue is connected to; the "angel investor / seed round / CEO" framing in the source stub appears to be an aggregator mislabel of a development-finance executive.

Logue also served as a Michigan Independent Director on the Federal Home Loan Bank of Indianapolis (FHLBI) Board of Directors from 2007 to 2021, chairing its Budget and Information Technology committees and championing the establishment of FHLBI's downtown Detroit office (the "Hub").

Investment Thesis & Focus

  • Focus is development finance, not venture/angel investing: Develop Michigan deploys gap financing, senior debt, and equity features for commercial real estate and community/economic-development projects — typically alongside foundation, local, state, or federal resources.
  • Mission-driven capital: His career centers on affordable housing and revitalizing distressed core cities and rural communities in Michigan — capital that catalyzes projects private lenders won't fully fund on their own.
  • Policy and tax-credit fluency: Deep expertise in the Low-Income Housing Tax Credit (LIHTC) and multifamily housing programs; he has testified before Congress on housing policy.
  • What earns a "yes": Projects that fill a financing gap for community-transforming real estate and can be paired with public/philanthropic resources — not high-growth software or product startups a seed investor would back.

Notable Investments

  • Develop Michigan Real Estate Fund — the DMI vehicle providing gap and senior financing for Michigan commercial real estate and revitalization projects (tracked on PitchBook).
  • Cinnaire affordable-housing portfolio — during his tenure the organization helped finance roughly 60,000 homes for lower-income families and individuals.
  • FHLBank Indianapolis Detroit "Hub" — championed the establishment of the bank's downtown Detroit office while serving as a director.
  • *(No traditional startup/angel portfolio companies were found; his deal activity is in housing and real-estate project finance.)*
