Background

Jeffrey Elowe is the founder and general partner of Nine Four Ventures, a Chicago-based early-stage PropTech venture fund he launched in 2018 alongside general partner Kurt Ramirez. The firm invests in "technologies that impact the people, processes, and ecosystems that interact with the built world," and pairs its capital with operating support drawn from Elowe's decades in real estate. Beyond Elowe and Ramirez, the team includes partner Paul La Londe (San Francisco) and principal Sophia Ghadamian Kier (New York).

Elowe's primary career has been in real estate rather than technology investing. He co-founded Elkor Realty Corp. and Elkor Properties in 1989, and in 2001 established The Laramar Group, where he serves as President and CEO. Through Laramar he oversees an institutional real estate portfolio valued in excess of $2 billion, holding principal positions in vehicles such as the Laramar Multi-Family Value Fund, the L-A/Laramar Urban Neighborhood Fund, and the Lakeside Workforce Housing Fund. He is also a partner in Covington Realty Partners. Over a roughly 30-year track record he has sponsored and participated in real estate transactions totaling more than $5 billion.

Elowe holds a B.S. from the University of Illinois (Urbana-Champaign) and an M.D. from Northwestern University. He was named a 2013 Ernst & Young Entrepreneur of the Year (Mountain Desert region). His civic and industry affiliations include board membership on the National Multi-Housing Council, membership in the Urban Land Institute and the Young Presidents' Organization, and a former role as chairman of the North Lawndale College Prep Charter Schools board.

Note: although the source stub labeled him an "Angel Investor," Elowe invests institutionally as a fund GP through Nine Four Ventures rather than as an individual angel; that ownership of a large national real estate portfolio is central to the fund's value proposition.

Investment Thesis & Focus

  • Invests exclusively in PropTech / built-world technology — companies "that impact the people, processes, and ecosystems that interact with the built world," spanning residential, commercial, industrial, and hospitality real estate.
  • Backs companies across the full real estate asset lifecycle: development, financing, management, leasing, renovation, and operations.
  • Stage-flexible early-stage focus: pre-seed, seed, and Series A, with occasional later-stage participation when strategically aligned. Runs a dedicated "Pre-Seed+" program for the earliest founders — "Nothing is too early for us."
  • Offers a "flexible menu of capital and support" beyond the check — hands-on help across research/concept validation, strategy and go-to-market, MVP development, and landing first paid pilot customers.
  • A defining differentiator: access to Elowe's and Laramar's owned national real estate portfolio, where portfolio startups can pilot, test, and validate products with a real institutional customer and partner network.
