Background
Jérôme Petitjean is a French infrastructure-finance specialist with more than 25 years of experience in project finance and infrastructure investment across the utilities, energy and transport sectors. He is a graduate of the École Nationale des Ponts et Chaussées and the École Nationale des Travaux Publics de l'État. He began his career in 1996 at France's Ministry of Transport, where he built expertise in major infrastructure projects.
In 2006 he joined the City of Paris finance department, overseeing the monitoring and negotiation of complex contracts, concessions and public-private partnerships (PPPs). From 2010 he managed the city's municipal enterprises and public establishments, serving first as an advisor and then as cabinet director in the office of the Deputy Mayor for Finance, handling the preparation and execution of the entire municipal budget. From 2014 he was Deputy General Director of the Seine-Saint-Denis département, responsible for transport and development projects.
In September 2016, Petitjean moved into investing, joining Demeter (Demeter Partners / Demeter Investment Managers) as one of three new investment directors on its infrastructure team — one of the leading European players in venture capital, private equity and infrastructure for the ecological and energy transition. He worked on the Demeter IV Infra fund and, notably, the newly created €200m Fonds de Modernisation Écologique des Transports (FMET). He rose to Partner and spent roughly seven years at the firm.
Around late 2023 he joined Suma Capital — a Barcelona-based independent investment manager specialised in energy transition and climate action — to lead the firm's new Paris office and expand its French/European activity in sustainable infrastructure.
Investment Thesis & Focus
- Invests in sustainable and transport infrastructure aligned with the ecological and energy transition — clean mobility, renewables, energy efficiency, district heating and circular-economy assets (Suma strategies span SC Infra, SC Expansion and SC Venture; its Climate Impact Fund III is an SFDR Article 9 "dark green" fund).
- Focuses on infrastructure equity, growth capital and project finance rather than early-stage seed rounds — backing companies and project vehicles that deploy physical assets (charging networks, hydrogen stations, energy plants).
- At Demeter, the FMET mandate targeted ~ten transport-infrastructure projects with an environmental objective; Suma has deployed over €350m across ~21 projects in energy efficiency, district heating, renewables and circular economy.
- Values assets with concession/PPP structures, public-institutional partners and EU-taxonomy alignment — a fit with his public-sector and PPP negotiation background.
Notable Investments
- Izivia (EDF subsidiary) JV, Grand Lyon (2018) — joint venture with FMET to deploy 600+ (ultimately 631) public EV charging points across the Lyon metropolis.
- IZIVIA Express (2022) — national fast-charging network with FMET, targeting 300+ rapid charge points (up to 150 kW) in its first phase by 2023.
- FMET EV-charging portfolio — since 2017 built to ~8,000 charging points in France, with partners including Izivia, Easy Charge (Vinci), Spie City Networks and eTotem.
- Hynamics hydrogen station, Grand Belfort / Danjoutin (2022) — FMET (30.4%) co-financed a hydrogen production-and-distribution station alongside Banque des Territoires, the French State and Tandem.
- Suma Capital pipeline (2024–) — biomethane production and steel-slag recycling projects among recent Suma investments in the energy-transition/circular-economy space.
