Background

Jesse M. Burwell is a finance executive whose career has centered on the accounting, operations, and fund management side of private capital rather than deal sourcing. He earned a B.S. in Accounting from North Carolina Agricultural and Technical State University (an HBCU) in the late 1990s. He began his career as a Senior Auditor at Deloitte & Touche, then moved into an analyst role in the Loan Syndications and Distressed Debt Group at Wachovia Securities, and became a Senior Accountant at The Carlyle Group before he was 30.

Burwell joined Robert L. Johnson's RLJ Companies through a former Carlyle colleague, Ernita Thomas, who had become a controller at RLJ and recruited him. He was drawn to joining an emerging firm rather than an established one; as he told the Washington Post in a 2012 profile of RLJ's young stars, "Being in on the ground floor has allowed me to progress a little bit faster than I would have at a traditional firm." He rose to Vice President of Investor Services and ultimately became Chief Financial Officer of RLJ Equity Partners, the Bethesda, Maryland middle-market private equity firm founded in 2006 by BET founder Robert L. Johnson in partnership with The Carlyle Group, serving as CFO from roughly 2014 to 2021.

In 2021, Burwell joined Liberty Strategic Capital — the Washington, D.C.–based private equity firm founded by former U.S. Treasury Secretary Steven Mnuchin that invests in dynamic global technology, fintech, and cybersecurity companies — as Chief Financial Officer and Senior Managing Director. His experience also includes time with The Siegfried Group.

Note on classification: the stub data lists Burwell as an "Angel Investor" investing in "Seed Round" deals. Available sourcing indicates he is instead a fund-side CFO at institutional private equity firms (RLJ Equity Partners and Liberty Strategic Capital), where his role is financial leadership and fund operations rather than writing personal angel checks. Founders should treat any "angel/seed" tag with caution and approach him in the context of his firms' mandates.

Investment Thesis & Focus

  • Burwell's professional context is institutional private equity, not personal angel investing; his "yes" is driven by his firms' fund mandates rather than a published individual thesis.
  • RLJ Equity Partners mandate: control-oriented middle-market investing — traditional buyouts, recapitalizations, corporate divestitures, and growth-capital infusions in profitable, growing North American companies.
  • RLJ check size / target: roughly $10–$30 million per transaction in businesses valued $25–$100 million, with management teams co-investing alongside the fund.
  • RLJ sector focus: business services, transportation/logistics, aerospace & defense, consumer/retail, media, and telecom.
  • Liberty Strategic Capital mandate: growth-stage investing in "dynamic global technology companies," with emphasis on fintech and cybersecurity.
  • As CFO, Burwell's lens is financial diligence, fund structuring, and operational rigor — his colleagues have described him as diligent and responsible, traits that were noted from his Carlyle days.

Notable Investments

  • LAI International — aerospace and defense precision components manufacturer.
  • Fleischmann's Vinegar Company — food-grade industrial vinegar producer (later sold; a notable RLJ exit).
  • Flow Service Partners — commercial HVACR services platform.
  • Third Coast / logistics and freight holdings (incl. J&J Transport) — transportation and logistics investments, including African freight operations.
  • Dynamic Air Solutions — commercial services / air-handling business.
  • Native Maine Produce / Brophy Brothers — food distribution and wholesale produce holdings; Native Maine Produce was among RLJ's more recent exits.
  • Tok & Stok — Brazilian furniture retailer (international consumer-retail investment).
