Background
Joël Boumendil is a pioneer of mortgage-credit brokerage in France. In 1995 he founded ACE Crédit in Levallois-Perret, one of the earliest brokerage networks in a market that barely existed at the time. Under his leadership ACE grew into the country's third-largest mortgage broker, handling roughly 10,000 loan files a year — more than 5% of all brokered mortgages in France, or about €2 billion in volume — through a multi-channel network of company-owned branches and franchised agencies (around 47 agencies with 250+ certified advisers by the early 2010s).
Boumendil is consistently described as a "courtier terrain" (field broker) who came up through the day-to-day practice of the trade rather than from finance theory, and he became a frequent media spokesperson on mortgage-rate trends and the housing market. On 3 May 2012 he was elected vice-president of the AFIB (Association Française des Intermédiaires Bancaires), the professional body representing France's banking-intermediary sector, working alongside AFIB president Jean-Bernard Valade. He framed the role as advancing regulation of a profession he had watched develop over his whole career.
In April 2015, the Small Caps fund Cabestan Capital, managed by Edmond de Rothschild Investment Partners, took an approximately 30% minority stake in ACE Crédit alongside Boumendil and key managers, backed by bank financing from Banque Populaire Rives de Paris and Caisse d'Épargne Île-de-France, to fund network expansion. In December 2017, the group was acquired in full by Financière CEP via its subsidiary Compagnie Européenne de Crédit (CEC) — the same group that had absorbed Empruntis and Immoprêt — after which the ACE brand was eventually folded into Immoprêt.
Alongside ACE, Boumendil is the managing partner (gérant) of MATERYS (created 2000, real-estate rental/holding) and president of VALTIMARYS (created 2017, a holding company based in Levallois-Perret), which appear to serve as his personal real-estate and investment vehicles following the sale of ACE.
