Background
John Dooley is the founder and Managing Director of Jarvinian, a Boston-based firm he built around a single conviction: that finite radio-frequency spectrum is the binding constraint on wireless networks, and that the resulting "spectrum crisis" is an unprecedented opportunity for early-stage investment. He co-founded the fund around 2007–2009 with partners Tom Eddy and Chris Carter, positioning it — in his own framing — as an antidote to generalist venture capital that is poorly equipped to underwrite the technical complexity of wireless infrastructure. Prior to Jarvinian he founded Novatics, an R&D corporation focused on enabling emerging mobile broadband standards.
Dooley is an unusual, engineering-driven investor rather than a conventional finance-trained one. He left Worcester Polytechnic Institute after his freshman year to pursue a business venture, was awarded his first patent as a teenager in 1995 (he had filed for a "space lattice passive repeater" in 1993), and has since accumulated numerous patents in wireless and RF materials science. He conducted early research into ultra-high-speed wireless LANs and pioneered passive-repeater technology for urban cellular applications. Fortune profiled him in 2015 as a self-styled "21st-century land surveyor," traveling the U.S. with a $40,000 spectrum analyzer to measure real-world wireless congestion.
His best-known technical work is the design of "Terrestrial Low Power Service" (TLPS) and a globally harmonized 2.4 GHz small-cell band built on Globalstar's (NYSE: GSAT) satellite spectrum — technology later incorporated into recent releases of Apple's iPhone. He first approached Globalstar CEO Jay Monroe in 2010 seeking venture funding; Monroe declined but ultimately hired Dooley as the company's principal Wi-Fi/spectrum consultant, and Dooley became a recurring voice on Globalstar analyst calls.
Beyond Jarvinian, Dooley has operated as an entrepreneur and spectrum principal. He is the founder of Nanoton, which develops advanced nanomaterials for next-generation wireless components; he was sole director of AWS Spectrum Bidco, the largest non-carrier winner in FCC Auction 97 (roughly $398 million of spectrum purchased in 2015 with hedge-fund backing); he previously served as a director of FiberTower Corporation (acquired by AT&T); and he has served as a director of NextWave. Through Jarvinian Advisors he runs a spectrum advisory practice focused on reforming previously unusable RF spectrum into commercially viable bands.
