Background

Liqing Zeng (born 1970 in Shenzhen, with family roots in Hengyang, Hunan) is one of the five co-founders of Tencent, popularly known in China as the "Tencent Five Tigers" alongside Pony Ma (Ma Huateng), Zhang Zhidong, Xu Chenye, and Chen Yidan. He earned a bachelor's degree in computer/communications from Xidian University (1993) and later an EMBA from the China Europe International Business School (CEIBS, 2005). Before Tencent, he worked at the Shenzhen Data Communication Bureau, giving him deep grounding in China's telecom and internet industries.

At Tencent, which was founded in Shenzhen in November 1998, Zeng served as Chief Operating Officer from 1999 to 2007, overseeing business lines, product portfolios, and sales and marketing across China. He led the market expansion of QQ and the build-out of virtual/value-added services, and played a significant role in Tencent's 2004 Hong Kong Stock Exchange IPO. He stepped back from operations in 2007 and has since held the title of Tencent Lifetime Honorary Advisor.

After leaving Tencent in 2007, Zeng became one of China's best-known "super angels," founding Decent Capital (德迅投资). Over roughly the following decade-plus he deployed a personal fund of a few hundred million RMB into 50+ companies, the majority founded by former Tencent colleagues. Decent Capital invests exclusively with Zeng's own capital ("all the money spent is his own"), which he cites as freeing him from external LP pressure. The firm has since expanded internationally, with offices in Shenzhen, Beijing, Shanghai, Hong Kong, Singapore, Tokyo, and Atherton, California, and a newer portfolio that includes overseas and deep-tech startups.

Investment Thesis & Focus

  • Stage/checks: Early/angel stage, self-funded; historically RMB 2–10M first checks for ~25–35% ownership. Known for fast decisions (reportedly closing some deals in ~20 minutes).
  • Strategy — "speed, small-but-strong, niche markets": He targets companies that grow fast in specialized markets and deliberately "circumvent Tencent from the branch level up" rather than attacking a giant head-on.
  • Founder pattern: Long anchored on Tencent alumni ("肥水不流外人田" — wealth shouldn't flow to outsiders), whom he views as having superior collaboration instincts and strategic thinking; he has also said he invests in projects "founded by former Tencent employees or recommended by friends."

That's nonsense."
