Background
Luis Xavier Barrios Parlange is the founder of Arkangeles, a Mexican platform for investing in Latin American startups. El Sol de México described Arkangeles as an international crowdfunding platform focused on funding early Latin American technology startups, and its current site says it is operated by Angeles en Ark, S.A.P.I. de C.V., an Institución de Financiamiento Colectivo authorized and supervised by Mexican financial authorities.
Before Arkangeles, Barrios co-founded The Pool in 2013, a Mexico City workspace and entrepreneurial community with locations including Polanco, San Ángel, and Montes Urales. El Sol de México reports that he is an industrial engineer from Universidad Iberoamericana and earned an MBA from Babson College in Massachusetts.
Barrios joined the Kauffman Fellows Program in 2015 and also attended Singularity University in Silicon Valley. In 2017, he launched Arkangeles to broaden access to startup investing and channel capital toward entrepreneurs building solutions for Latin America.
Arkangeles’ legal page, updated January 29, 2026, lists Luis Xavier Barrios Parlange as the UNE contact holder and gives [hidden] as one of the official UNE email addresses. The same page states that Angeles en Ark is a CNBV-authorized collective financing institution.
