Background

Milverton Reynolds is one of Jamaica's most experienced development-finance executives. He served as Managing Director of the Development Bank of Jamaica (DBJ) from January 2, 2007 until his retirement on March 31, 2022 — a 15-year tenure at the helm of the government's primary development-financing institution. He remained with the DBJ as a Consulting Director for a three-month transition period from April 1, 2022, when Anthony Shaw succeeded him as Managing Director. He continues to be profiled among the DBJ's leadership/board.

Before the DBJ, Reynolds held senior executive and managing-director roles across the Jamaican banking, insurance, housing and finance sectors. His career included management positions at Peat Marwick & Partners, the Jamaica Citizens Bank and the Workers Savings and Loan Bank, and Managing Director roles at the National Housing Trust, Life of Jamaica (now Sagicor), the National Housing Development Corporation, and the Jamaica Mortgage Bank. He has also sat on numerous corporate boards, including Allied Insurance Brokers, NCB Insurance Company, National Education Trust, Harmonisation Ltd. and Harmony Cove Limited.

Reynolds holds a BSc in Management Studies from The University of the West Indies (Mona), an MBA from McGill University in Montreal, Canada, and post-graduate qualifications in housing development and finance from the University of London. In October 2015 he received Jamaica's national Order of Distinction (Commander Class, CD) for outstanding leadership in housing development, and in August 2018 Northern Caribbean University conferred an Honorary Doctorate on him for his contribution to nation-building and his work in public-private partnerships and privatization.

In July 2024 Reynolds was appointed Chairman of Jamaica's Public Procurement Commission, effective July 5, 2024. His association with early-stage investing is institutional rather than that of a private angel: under his leadership the DBJ built out Jamaica's formal venture-capital and angel-investment ecosystem, positioning the bank as a catalyst and co-investor alongside private angels.
