Background
Mohammed Ibrahim Al Shaibani is the Managing Director and a Board Member of Investment Corporation of Dubai, the Government of Dubai’s principal investment arm. ICD was established in 2006 to consolidate and manage the Government of Dubai’s portfolio of commercial companies and investments, and its mandate is long-term value creation for the Emirate of Dubai.
ICD’s public board page lists Al Shaibani as “H.E. Beyond ICD, Al Shaibani is widely reported as Director General of the Dubai Ruler’s Court, Chairman of Dubai Islamic Bank, a member of the Dubai Executive Council, and Vice Chairman of Dubai’s Supreme Fiscal Committee. Public biographical sources report that he holds a bachelor’s degree in computer science from a U.S. university, began his career at Dubai Ports Authority and Jebel Ali Free Zone, and later worked in Singapore as Managing Director of Al Khaleej Investments before taking senior Dubai government and investment roles.

- Porto Montenegro - ICD acquired the marina and resort destination in Montenegro in 2016.
- ALEC Engineering and Contracting - ICD acquired ALEC in 2017; ALEC Holdings shares were listed on the Dubai Financial Market in 2025.
- Dubai Aerospace Enterprise / AWAS - ICD took full control of DAE, and DAE acquired Dublin-based aircraft lessor AWAS in 2017.
- ISS Global Forwarding - ICD acquired the supply-chain logistics company in 2018.
- ICD Brookfield Place - ICD and Brookfield developed the Dubai commercial real-estate asset; ICD later divested a 49% stake.
