Background
Oded Noy is a serial technology entrepreneur and investor with a notably unconventional path: he is a former Israeli Air Force fighter pilot and jazz trombonist who became a machine-learning specialist, holding multiple patents in ML and pattern recognition before moving into company-building and venture capital. He co-founded Amplify.LA in 2011 alongside Paul Bricault, where he serves as Co-Founder, Chief Technologist, and Managing Partner. Amplify has since backed over one hundred companies that have collectively raised more than half a billion dollars, with a portfolio valued at $1 billion+ and exits to acquirers including Apple, Google, Microsoft, Amazon, and the public markets.
Before and alongside his investing career, Noy built and led technology at scaled companies. He was Co-Founder and CTO of Santa Monica–based TrueCar (NASDAQ: TRUE), the automotive pricing and information company, guiding its technology through its 2014 IPO. He is also Founder and CTO of TargetClose. Over his 20+ year career he has repeatedly stepped into senior technical leadership, and today serves as Chief Technology Officer at CREXi, the commercial real estate marketplace, having previously held CTO roles at companies such as Zefr.
Beyond his operating and investing work, Noy founded and chairs the LA CTO Forum, described as one of the largest private communities of CTOs in the U.S., and has held advisory roles including Senior Operating Partner at Bloom Equity Partners and Operating Advisor (Technology) at Diversis Capital. He is also active as a mentor for early-stage founders, including through the Founders Institute in Los Angeles and San Diego.
This blend of deep hands-on engineering leadership, a track record founding a public company, and a decade-plus of early-stage investing is the core of his profile: he approaches deals as a technologist first, evaluating founding teams and technical execution rather than purely financial metrics.
Investment Thesis & Focus
- Earliest-stage, first-check investing: Amplify positions itself as an LA-anchored pre-seed fund dedicated to "backing the strongest technical and product-obsessed teams at the earliest stages," supporting founders "from first check to exit."
- Team and product obsession over traction: The emphasis is on technical founders who are relentless about product; the firm looks to be the first institutional money in.
- Sectors: SaaS, AI/ML, fintech, health, and consumer technology, with a recent tilt toward applied AI (robotics + computer vision, AI for operations, and AI-driven verticals).
- Check size and stage flexibility: Fund-level checks generally run ~$500K–$5M, with the ability to lead early rounds and follow on into Series A/B.
- Hands-on, technologist-led value-add: Given Noy's CTO background and the LA CTO Forum network, his differentiated value is technical diligence and engineering/architecture mentorship for early founders.
- LA / Southern California focus: Amplify operates as both a venture fund and a physical campus community in Venice, leveraging LA's tech and entertainment networks.
