Background
Olli Sinnemaa is the Chief Financial Officer of Finnfund, the Finnish development finance institution and impact investor owned principally by the Finnish State. In addition to leading the finance function, he chairs Finnfund's Investment Committee and sits on the company's management team, where his remit covers Finance, Treasury, Risk and Performance Management, and People & Culture. He is based at Finnfund's Helsinki headquarters.
Sinnemaa studied at the Helsinki School of Economics (now part of Aalto University) and completed IMD's Programme for Executive Development (Management Development programme, 2012–2013). His professional experience spans development finance and fund management: beyond Finnfund, his background includes roles associated with EDFI Management Company (the shared investment-management vehicle of the European DFIs), the Digital Access Impact Fund, and Hewatele, an oxygen-supply company operating in East Africa.
As CFO, Sinnemaa is the public voice of Finnfund's financial performance. He authors the firm's quarterly "CFO Insights" blog series and comments on the company's results, portfolio growth, and capital-markets activity. He led Finnfund's entry into the debt capital markets, including its inaugural €100 million green bond and a subsequent multi-tranche green and sustainable bond offering that raised close to €200 million — funding used to finance Finnfund's impact investments in developing markets.
Investment Thesis & Focus
- Invests through Finnfund's DFI mandate: providing risk capital (equity, mezzanine, and loans) to profitable, scalable businesses and funds in developing countries that would otherwise struggle to attract commercial financing.
- Core sectors are renewable energy, sustainable forestry, agriculture, financial institutions, and digital infrastructure — areas combining commercial viability with measurable development and climate impact.
- Every investment must clear a dual test: financial sustainability (a viable, self-supporting business) and demonstrable development impact (jobs, climate benefit, tax revenue, access to services).
- As Chair of the Investment Committee, Sinnemaa is a decision-gatekeeper on Finnfund's transactions rather than a solo check-writer; deals are approved through committee governance.
- On capital markets, he frames Finnfund's green/sustainable bonds around impact: he has publicly highlighted "strong interest" from and "the commitment of credit investors to supporting impact investing" as validation of the DFI's model.
Notable Investments
- Finnfund green bond (€100 million) — the institution's inaugural green bond, financing renewable energy and climate-aligned investments.
- Multi-tranche green & sustainable bond offering (~€200 million total) — included a $50m (≈€44m) green tranche due 2035 at a 4.75% coupon; Sinnemaa was the quoted spokesperson on investor demand.
- Hewatele — East African medical-oxygen producer expanding affordable oxygen access; part of his prior/associated experience in impact-driven ventures.
- Digital Access Impact Fund — a fund vehicle expanding digital connectivity in emerging markets, listed among his professional affiliations.
- Finnfund portfolio (institution-wide) — as of Q1 2026, portfolio book value reached a record ~€819 million, with recent-quarter activity including three new investment decisions totaling €41 million and €105 million disbursed.
