Paschal Donohoe

Paschal Donohoe was born in Phibsborough, Dublin, in 1974 and grew up in the Blanchardstown/Cabra area of Dublin. He attended St. Declan's CBS in Cabra and won a scholarship to Trinity College Dublin, where he graduated with first-class honours in Politics and Economics in 1996. Before entering politics he spent roughly six years working for the multinational Procter & Gamble in the United Kingdom, rising to a sales and marketing director role, before returning to Ireland in the early 2000s to pursue a political career.

Donohoe was first elected to Dublin City Council in 2004, sat in Seanad Éireann (the Irish senate) from 2007 to 2011, and was then elected a TD (member of the Dáil) for Dublin Central in February 2011, a seat he held until November 2025. He held a succession of senior ministerial posts: Minister of State for European Affairs (2013–2014), Minister for Transport, Tourism and Sport (2014–2016), Minister for Public Expenditure and Reform (2016–2020 and later 2022–2025, including NDP Delivery), and — most prominently — Minister for Finance from 2017 to 2022 and again from January to November 2025. Across these roles he delivered ten consecutive budgets.

On the European stage, Donohoe served as President of the Eurogroup — the body of euro-area finance ministers — from July 2020, and was confirmed for a third term in July 2025. He is widely regarded among European peers as technically proficient, cautious, and a "solid," incremental decision-maker, and he had previously been floated for the IMF managing director role (discussions in 2023, consideration in 2024).

In November 2025, Donohoe resigned all his Irish political offices and his Eurogroup presidency to take up the post of Managing Director and Chief Knowledge Officer at the World Bank Group. His career is that of a public-sector economist and policymaker; outside of his early corporate career at Procter & Gamble, there is no documented private investing, fund management, or angel activity.
