Background

Patrick Carme Pascal is President & CEO of Chelsea Management Company, a Los Angeles-area investment counsel firm founded in 1971 by Frederick Ruopp to advise individual and institutional clients. Chelsea says its client base includes insurance companies, endowments, pension and profit-sharing plans, charitable organizations, and high-net-worth individuals.

Pascal has more than 40 years of investment-industry experience. Chelsea’s biography says that while earning his undergraduate degree from the University of Southern California, he ran a specialist post on the Pacific Stock Exchange for Crowell Weedon & Company. The SEC’s IAPD record also lists prior broker registration with Crowell, Weedon & Co. from 1984 to 1990.

In 1990, Pascal formed his own investment firm providing asset-management services. Chelsea says he began serving as an outside member of Chelsea Management’s Investment Committee in 1998, merged his firm into Chelsea in 2002, became Chair of the firm’s Investment Committee, became President in 2010, and was made CEO in 2017. His SEC IAPD profile lists him as a current investment adviser representative of Chelsea Management Company in Woodland Hills, California.

Pascal is also active in nonprofit and educational work. The Institute for Advanced Catholic Studies at USC lists him as a board trustee and says he also serves on the Advisory Board for the USC Caruso Catholic Center, chairs St. Anne’s, and sits on the board of the Los Angeles County Bicycle Coalition. The same USC source says he was born in Ireland, moved to Los Angeles as a child, and earned a B.A. from USC Dornsife.

Investment Thesis & Focus

  • Chelsea’s stated mission is to help clients achieve investment objectives by “maximizing risk-adjusted returns through effective portfolio risk management.”
  • Pascal’s own Chelsea bio frames the firm’s work around tailored portfolios: “client portfolios are tailored to their particular circumstances and individual investment objectives and tolerances, whether it is capital preservation, income, or capital appreciation.”
  • Chelsea uses a top-down / bottom-up equity process: a global macroeconomic view informs sector and industry allocations, followed by bottom-up analysis of value, earnings dynamics, and business execution.
  • Chelsea looks for leading sectors and leaders within those sectors, prioritizing strong management, management depth and integrity, strict corporate governance, healthy balance sheets, consistent earnings growth, and dominant positions in higher-growth markets.
  • The firm’s public materials describe portfolio management for individuals, small businesses, institutional clients, and businesses; its Form CRS says accounts are reviewed at least quarterly and may be managed on a discretionary or non-discretionary basis.
  • No reliable public source found verifying Patrick Pascal as an active seed-stage angel investor; the available evidence supports him primarily as a registered investment adviser and public-markets portfolio manager.
