Background

Paul Conley is a builder-turned-investor who has spent his career "on the frontiers of science and engineering, primarily working at the intersection of physics, chemistry, and biology." He began in academic and government research, completing post-doctoral applied research in the nuclear weapons stewardship program at Los Alamos National Laboratory around 2000. He then moved into startup operating roles, serving as co-founder and CEO of two venture-backed companies: BrightScale, where he led commercialization of a patented multi-core microprocessor technology for the HDTV market, and Appfluent Technology, where he commercialized patented in-memory distributed database technology for enterprise IT.

Conley entered venture capital in 2007 at Paladin Capital Group, a Washington, DC–based multi-stage PE/VC firm focused on security and defense technologies with commercial applications (the DC roots align with his 202 area-code contact number). At Paladin he founded the firm's life-science investment practice in 2008 before relocating to Silicon Valley in 2012. In 2015 he joined Vertical Venture Partners as a partner, expanding its life-science practice and leading investments in healthcare delivery, medical devices, life-science tools, and therapeutics. He has served on 30+ public and private company boards.

Since 2020, Conley's primary role has been co-founder and CEO of General Inception, a deep-tech venture studio he launched with Vikram Chaudhery, PhD, and Jim Buzzitta, MD. Publicly announced in 2022 as the "first-ever Igniter," General Inception is neither an accelerator, incubator, nor a traditional fund — it partners with scientific innovators to provide day-one planning, execution functions, and "ignition capital" to build deep-tech companies from inception through commercial scale-up. It has raised over $60M from Genoa Ventures, Hughes Ventures, Northpond Ventures, OMX Ventures, Paladin Capital Group, and Vertical Venture Partners.

Conley holds a PhD in Computational Physics and an ME in Bioengineering from UC San Diego, and an MS and BS in Mechanical & Aerospace Engineering from the University of Virginia.

Investment Thesis & Focus

  • Invests at the earliest stages — company formation, pre-seed, and seed — with a bias toward deep-tech and hard-tech built on genuinely novel science.
  • Backs "technical founders who have a fundamentally new insight into solving really hard problems," especially technology emerging from major research universities and national labs.
  • People over plans: in his own words, "my investment is not in the plan but the person" — he emphasizes founder character and experience and aims to "back them for the arc of their career, hopefully over the course of multiple start-ups."
  • Explicitly not "founder-friendly" in the conventional sense — he balances founder respect with investor stewardship, arguing that fairness and strong returns are compatible.
  • Sector concentration in life sciences and health tech (therapeutics, medical devices, life-science tools, healthcare delivery), plus semiconductors, advanced materials, enterprise software, and computing.
  • Through General Inception, prefers to co-build companies from day one rather than passively fund a business plan.

Notable Investments

  • 10X Genomics (NASDAQ: TXG) — single-cell genomics analysis; early/first-round investment, now public.
  • Twist Bioscience (NASDAQ: TWST) — synthetic DNA / synthetic biology platform; early-round investment, now public.
  • QuantaLife — droplet digital PCR genomics platform; acquired by Bio-Rad (NYSE: BIO).
  • Inscripta — scalable gene-editing / genome-engineering technology.
  • General Inception — deep-tech venture studio he co-founded (2020); $60M+ raised to launch life-science and health-tech companies.
