Background
Philip Eliot is a veteran early-stage technology investor with more than 20 years in venture capital. He began his VC career in 2000 at FBR Technology Venture Partners, a roughly $200 million fund focused on software and telecommunications companies in the Mid-Atlantic region, during the internet boom — a fund he has said achieved nearly 10x returns. Before that, he started his career as a consultant at Dean & Company, working across the telecommunications and utilities industries as well as the firm's private equity practice. He earned an A.B. in Physics with Honors from Harvard University (1994–1998).
Prior to Paladin, Eliot was a Vice President at Core Capital Partners, where he led investments in software and infrastructure companies including SilverStorm Technologies (acquired by QLogic) and RulesPower Corp. (acquired by Fair, Isaac). At Paladin Capital Group he serves as a Venture Partner focused on technology-driven companies, with a particular concentration in cybersecurity and enterprise infrastructure. Paladin is a multi-stage, national-security-oriented private equity/venture firm managing a fund of roughly $372 million. Over his career he has taken board seats at numerous companies later acquired by strategics, including White Ops, Damballa, Racemi, BA-Insight, PerspecSys, Application Security, Inc., and Unitrends.
In 2018 Eliot launched his own investment and advisory firm, Reflection Ventures, shifting emphasis toward early-stage companies with positive social impact — environmental sustainability, healthcare, and upward socio-economic mobility for lower-income Americans. He is also a Venture Partner at Rock Health Capital, a seed-stage digital-health fund (founded 2021, based in San Francisco), and an Operating Partner at the boutique growth/advisory firm Orchid Black, where he advises cleantech and enterprise-software companies.
Investment Thesis & Focus
- Invests primarily at seed and Series A, historically writing checks in the ~$100K–$5.0M range (Paladin sweet spot ~$1.5M).
- Core expertise in cybersecurity and enterprise infrastructure/software — he described the space early, noting to AllThingsD in 2010 that "cyber security is not going away," and Paladin has tracked and invested in automated-attack defenses over many years.
- Since founding Reflection Ventures (2018), he explicitly targets "early stage companies with positive social impact, in areas such as environmental sustainability, healthcare, and improving upward socio-economic mobility for lower-income Americans."
- Through Rock Health Capital, backs early-stage digital health startups.
- Values operational resilience in founders; in a 2021 podcast he emphasized how startups withstand economic downturns and highlighted the underfunding of female-founded teams (which then received only ~2.3% of VC).
