Background
Randall Loker is Managing Director and Chief Investment Officer for Latin America at Paladin Realty Partners, a Los Angeles–based boutique real estate private equity firm. He helps define and implement the firm's investment strategy across Latin America and sits on Paladin's Investment and ESG Committees. He is also a member of the Urban Land Institute's (ULI) Responsible Property Investment Council. He joined Paladin in 2007.
Before Paladin, Loker was a Project Manager for the public homebuilder Toll Brothers, where he oversaw a number of condominium projects in Northern California. He began his career as a civil engineer at the international consulting firm Camp Dresser & McKee in Cambridge, Massachusetts.
Loker holds a Bachelor of Science in Engineering in Civil and Environmental Engineering from the University of Michigan and a Master's degree in Real Estate Development from the Massachusetts Institute of Technology (MIT).
Paladin Realty itself focuses on value-add and opportunistic real estate investment in the U.S. and select Latin American markets. The firm has one of the longest track records of any institutional fund manager in the region — actively investing since 1998 across more than US$4 billion of real estate, including over 200 assets and more than 38,000 housing units. In his role, Loker has increasingly centered his work on Paladin's sustainability strategy, also serving as the firm's Chief Sustainability Officer.
Investment Thesis & Focus
- Invests as an institutional real estate private equity principal — direct property acquisition, development, and asset management — not as an angel/seed investor in startups.
- Pursues value-add and opportunistic real estate strategies in the U.S. and Latin America, with deep regional experience in Brazil, Mexico, Colombia, Peru, and the Andean region.
- Strong focus on sustainable affordable housing: Loker has said he is "currently most excited about a strategy of developing net zero carbon housing in Brazil, Colombia and Mexico."
- Champions IFC's EDGE / EDGE Zero Carbon green-building certification — Paladin's fund targets having at least 75% of projects reach the highest "EDGE Zero Carbon" level, offsetting any residual energy needs with carbon credits.
- Decision drivers blend financial return with measurable ESG impact (CO₂ reduction, affordability, certification), reflecting his seats on Paladin's Investment and ESG committees and ULI's Responsible Property Investment Council.
Notable Investments
- Villas del Fresno (Mexico City area) — A 1,639-unit affordable housing development certified as the world's first "EDGE Zero Carbon" residential project under the IFC's EDGE program.
- Paladin Latin America Zero Carbon Affordable Housing Fund — First-of-its-kind fund in Latin America (target ~US$50–100M); supported by IDB Invest. Targets ≥75% of projects at EDGE Zero Carbon certification.
- Latin America housing & commercial portfolio — As of June 2025, Paladin had certified or pre-certified 25 projects across Mexico, Colombia, Brazil, Costa Rica, and Peru, totaling more than 7,100 units, expected to avoid ~4,100 tons of CO₂ annually.
- Firm-wide track record — More than US$4 billion of Latin American real estate since 1998, spanning 200+ assets and 38,000+ housing units plus select commercial and mixed-use properties.
