Background
Roxanne Horesh is the founder and a Managing Director of Union Tech Ventures, the technology investment arm of The Union Group — a family-owned Israeli holding company best known as the exclusive distributor of Toyota, Lexus, and Hino vehicles in Israel and the exclusive franchisee for the Swedish fashion brand H&M in Israel. She spent roughly six years working within the family business before building out its dedicated technology-investment vehicle, giving her firsthand experience in the traditional mobility and retail industries that the fund now targets for "digital disruption."
Her path into venture capital was unusually international and non-linear. Before her investment career she worked in policy at the European Commission in Brussels, and earlier as a journalist for Al Jazeera English in Doha, reporting during the period of the Arab uprisings. That mix of policy, media, and operating experience in a legacy industrial group informs her interest in how technology transforms established sectors.
Academically, Horesh holds an undergraduate degree in history and Middle Eastern studies from Brown University, a Master of Philosophy in Modern Middle Eastern Studies from Oxford University, and an MBA from Reichman University (the Interdisciplinary Center, IDC Herzliya) in Israel, which included an exchange program at the University of Pennsylvania's Wharton School. She is a member of Kauffman Fellows Class 22, where she was mentored by Boaz Dinte, co-founder of Qumra Capital.
Beyond investing, Horesh is civically and culturally active in Israel: she is a supporting member of the Movement for Quality Government in Israel, which promotes anti-corruption work, and she is involved in the contemporary art scene, helping curate exhibitions of emerging Israeli artists. At Union Tech Ventures she works alongside Managing Director Tal Recanati, with a small team that has included a principal and associate.
Investment Thesis & Focus
- Backs "visionary Israeli founders at the early-growth stage" — those with "the ambition and resilience to turn bold ideas into global companies."
- Invests primarily at Series B and C, aiming to grow alongside portfolio companies over the long term (not a seed/angel strategy despite some database listings).
- Mission framed as discovering "what is next in the digital disruption of traditional industries," a natural extension of The Union Group's decades in mobility (Toyota/Lexus) and retail (H&M).
- Sector interests span AI, enterprise/B2B software, data, fintech, mobility and auto tech, retail/consumer, hardware, and health tech.
- Selection criteria emphasized by the firm: strong business fundamentals regardless of stage, products that address a genuine market need, and clear evidence of customer value creation.
- Draws on 30+ years of the family group's operating experience building businesses in Israel as a value-add to founders.
