Background
Ruben Wenselaar (b. 1961) is a Dutch healthcare executive who led health-insurance cooperative Menzis as Chairman and CEO of its Board of Management from 2015 until April 2022. He joined what became Menzis in 2002 as managing director of the Amicon health insurer, moved onto the Menzis board in 2004 (after the merger of Amicon and Geové) as CFO and Vice-Chair, and ultimately took the top job in 2015. He stepped down in 2022 and was succeeded by former Dutch deputy prime minister Wouter Bos, who took over the chairmanship on 1 May 2022. As CEO he was a vocal advocate for shifting the system from "disease and care" toward "health and behavior," for more investment in prevention, and for broad access to digital care.
Before healthcare, Wenselaar built a finance-led management career across several sectors: consultant at PricewaterhouseCoopers (1984–1989), Control Manager at DAF Trucks (1989–1995), Finance Manager at Fujifilm / Fuji Photo Film (1995–1998), and management roles at the government execution agency Cadans (1998–2002). His functional expertise spans finance, IT, and human-resource management.
He studied Economics (1979–1984) and Tax Law (1985–1988) at the University of Tilburg, and pursued executive education including the Erasmus Comenius Program (University of Groningen), the New Board Program at Nyenrode Business University, and AVIRA at INSEAD (2016).
Since leaving Menzis he has assembled a portfolio of supervisory and advisory positions: Chair of the Supervisory Board of Arbo Unie, Chair of the Audit Advisory Committee at CIZ, board roles at the ANWB and Jeroen Bosch Hospital, Commissioner at housing corporation Stichting De Alliantie, and Board Chair at InEen. He previously served as Vice-Chair of the Supervisory Board of HAN University of Applied Sciences (2017–2024), on the board of Zorgverzekeraars Nederland (the Dutch health insurers' association), on the advisory council of Topsector Life Sciences & Health, and on the Cyber Security Council.
Investment Thesis & Focus
- No primary source confirms an active angel-investing practice, a stated investment thesis, a check size, or a target-company profile for Ruben Wenselaar. The "Angel Investor / Seed Round" labels in the source stub appear to be database-derived and could not be verified.
- Where his interests are documented, they sit in healthcare and public health: prevention over treatment, behavior and lifestyle, and expanding access to digital/remote care ("give everyone who wants it access to digital care").
- He has publicly argued that Dutch law should include a "health duty" (gezondheidsplicht) alongside the existing "duty of care" (zorgplicht) — a systems-level health policy stance rather than a startup-investing thesis.
Notable Investments
- No portfolio companies or angel/seed deals attributable to Ruben Wenselaar could be verified from public sources. Rather than list unverified deals, this section is intentionally left empty pending confirmation.
