Scott Jellison

Scott W. Jellison is the Chief Executive Officer of The Metropolitan District (MDC), the regional non-profit municipal utility that provides drinking water and wastewater services to the greater Hartford, Connecticut area. He is a licensed Professional Engineer (P.E.), earning a Bachelor of Science in Mechanical Engineering from the University of Hartford in 1987 and his P.E. license in 1992.

Before joining the MDC, Jellison served as Director of Project Management for the Department of Public Works, State of Connecticut, where he oversaw an approximately $200 million-per-year design and construction program supporting more than 72 state agencies. In that role he was Project Director for what was described as the largest redevelopment project in Connecticut history (~$1 billion), which included Rentschler Field (the UConn football stadium), the Capital Community College downtown campus in the former G. Fox building, and the Connecticut Convention Center.

He joined the MDC in September 2006 as Chief Operating Officer. On January 1, 2011 he became Deputy CEO of Engineering and Operations, and in February 2015 he was appointed Chief Executive Officer. As CEO he leads a senior team that includes Chris Levesque (COO), Kelly Shane (CAO), Jonathan M. Perugini (CFO), and Christopher R. Stone (District Counsel).

Under Jellison's leadership, the MDC has advanced Hartford's multi-billion-dollar Clean Water Project — a long-term program (managed with CDM Smith) to reduce combined sewer overflows and protect the Connecticut River — whose flagship element is the South Hartford Conveyance and Storage Tunnel (SHCST), targeted for completion around 2029. He was named AGC Connecticut's "Public Owner of the Year" in 2017 and was elected to the board of directors of Operation Fuel (a Connecticut energy-assistance non-profit) in October 2020.
