Background

Scott Phillips is a Managing Director on the Portfolio Operations team at ORIX Capital Partners, the middle-market private equity arm of ORIX USA. He joined the firm in 2018, initially as Director of Operations, where he was tasked with driving operational improvement initiatives across portfolio companies and leading operations due diligence on new investment opportunities. The firm's CEO at the time, Terry Suzuki, said on his hire that "his operational experience will be invaluable to our team, and the insight and knowledge he brings to this role will bolster our ability to enable value alongside the management teams." He has since been promoted to Managing Director, Portfolio Operations.

Phillips came to private equity from an operating and engineering career in industrial and automotive technology rather than from finance. Immediately before ORIX, he was a Senior Manager at TE Connectivity, where he owned the strategy, growth, execution, and P&L of a roughly $90 million automotive sensors and mechatronics component business. Earlier, he held a range of global roles in product management, project management, operations, quality, and engineering at Continental AG and at Motorola.

His educational background reflects that technical-plus-business path: a Bachelor of Science in Electrical and Computer Engineering from Michigan State University, and an MBA (concentrations in entrepreneurship, finance, and management & organizations) from Northwestern University's Kellogg School of Management, completed in 2008.

ORIX Capital Partners itself launched in 2016 and, by 2025–2026 reporting, has invested roughly $860 million across about 23 transactions. It positions itself as an "industry- and operationally-focused" investor that combines in-house operating expertise with a thematic, industry-driven buy-and-build approach — the exact function Phillips supports as a portfolio-operations leader.

Investment Thesis & Focus

  • Operates as a portfolio-operations executive, not a check-writing angel — his value-add is post-close operational improvement and operations due diligence, working alongside management teams.
  • ORIX Capital Partners pursues control buyouts of profitable middle-market companies, committing roughly $100M–$250M of equity per platform in businesses with about $20M–$50M of EBITDA.
  • Thesis centers on fragmented, asset-light industries ripe for consolidation — the firm builds platforms and grows them through add-on acquisitions plus organic initiatives.
  • Sectors: industrial services and business services, spanning digital/telecom infrastructure services, automation, environmental services, infrastructure & utility services, and marketing services.
  • What earns a "yes": profitable and scalable businesses with differentiated products/services, excellent leadership, positive culture, and strong customer relationships, plus clear organic and inorganic growth runway.
  • In a BluWave private-equity podcast ("How to Focus on the Things That Matter in Private Equity"), his stated emphasis is on prioritization and operational focus in driving value creation at portfolio companies.

Notable Investments

  • Network Connex — mission-critical digital/telecom communications infrastructure services; ORIX platform since June 2018.
  • Optimal — performance/digital marketing platform (acquisitions included Effective Spend and DSPolitical); ORIX exited on ~March 16, 2026.
