Background

Sheikh Ali bin Alwaleed Al-Thani is the Chief Executive Officer of Investment Promotion Agency Qatar, known publicly as Invest Qatar. The agency was established in 2019 to oversee investment promotion activities and attract foreign direct investment into Qatar, with a mandate to support economic diversification and development.

At Invest Qatar, Sheikh Ali leads an organization that connects investors with Qatar’s business and licensing ecosystem, provides sector-specific market knowledge, and supports investors from exploration and setup through expansion. Invest Qatar’s official CEO message describes the agency as “your access to Qatar” and a “single and complete source for investment solutions.”

Before becoming CEO, Sheikh Ali served as Coordinator for Economic Affairs at the Prime Minister’s office, overseeing activities related to Qatar’s economic and investment agenda. Earlier, he was Director of the State of Qatar’s Office to the World Trade Organization in Geneva, where he worked on WTO negotiations and standing committees covering market access, agriculture, trade and investment, subsidies, and related areas. In 2017, he was elected by consensus as Chairman of the WTO’s Trade-Related Investment Measures Committee.

He also served as Commercial Attaché to Qatar’s permanent mission to the United Nations, covering negotiations and committees in UNCTAD and the World Intellectual Property Organization. He holds a Bachelor of Science in Foreign Service from Georgetown University and an Executive Master’s in International Negotiation and Policymaking from the Graduate Institute of International and Development Studies in Geneva.

Investment Thesis & Focus

  • Sheikh Ali is not publicly verifiable as an angel investor making personal seed investments; the verifiable role is CEO of Invest Qatar, an FDI and investment promotion agency.
  • Invest Qatar’s mandate is to attract foreign direct investment into Qatar and facilitate investors’ long-term growth through market intelligence, introductions, setup support, incentives, and ecosystem access.
  • The agency focuses on companies that can contribute to Qatar’s diversification agenda, particularly in high-growth and innovation-led sectors such as technology, digital services, financial services, manufacturing, logistics, healthcare, and life sciences.
  • Invest Qatar supports startups indirectly through ecosystem infrastructure. In June 2026, it launched a VC Funding Module on Invest Qatar Gateway with QIA to help startups review participating VC funds, assess eligibility criteria, and submit pitches to fund managers.
  • The strongest fit is not a generic seed pitch to Sheikh Ali personally; it is a Qatar market-entry, expansion, or fundraising case aligned with Qatar’s national diversification priorities and the agency’s investor facilitation remit.

Notable Investments

  • No personally attributable angel investments or portfolio companies were verified from public sources.
  • Invest Qatar Gateway VC Funding Module — launched in June 2026 with Qatar Investment Authority to connect startups with VC funds, including QIA-backed funds and ecosystem partners.
  • Doha Venture Capital — Sheikh Ali is listed by Invest Qatar as a board member.
  • Katara Hospitality, Media City Qatar, Qatari Diar, Qatar Financial Centre, Qatar Free Zones Authority, and Qatar Science and Technology Park — Sheikh Ali is listed by Invest Qatar as a board member of these organizations.
