Stephan Shakespeare

Stephan Shakespeare is a German-British entrepreneur, born 9 April 1957 in Mönchengladbach, West Germany. He was educated at Christ's Hospital school near Horsham, West Sussex, and read English Language and Literature at Oxford University (MA). Before his business career he worked as a teacher and headmaster in Los Angeles in the 1980s and later taught at a secondary school in Lambeth, London. In the late 1990s he was active in Conservative politics — standing (unsuccessfully) as the parliamentary candidate for Colchester in 1997, serving as a party pollster, and acting as campaign director for Jeffrey Archer's London mayoral bid.

In 2000 Shakespeare co-founded YouGov with Nadhim Zahawi, pioneering internet-based market research and online opinion polling. He served initially as joint CEO, then as Chief Innovations Officer, before becoming sole CEO in May 2010 when Zahawi stepped down to enter Parliament. He led YouGov as CEO from 2000 to 2023, growing it into a publicly listed (LSE: YOU) global research business, then served as Non-Executive Chair from 2023 to 2025. After a difficult trading period and a leadership change, he returned to the chief executive role in 2025 to drive a turnaround.

Beyond YouGov, Shakespeare has been an influential figure in UK media and public policy. He previously owned the political blog ConservativeHome, launched PoliticsHome (2008), and ran the internet TV channel 18 Doughty Street. In 2012 he was appointed Chairman of the government's Data Strategy Board and authored the "Shakespeare Review of Public Sector Information" (2013), an independent review on maximizing the value of public data. He has also been a trustee of the National Portrait Gallery, a member of the Public Sector Transparency Board, and a commissioner of the Social Metrics Commission, an independent charity focused on UK poverty measurement. In 2015 he was named among Debrett's Top 20 Most Influential People in Politics.
