Background
Stephen Starr (born c. 1957 in Philadelphia, raised in Woodbury Heights, New Jersey) is an American restaurateur and former entertainment promoter. He attended Gateway Regional High School and studied at Temple University's School of Media and Communication. His first career was in live entertainment: at age 21 he launched the cabaret "Stars," followed by Ripley Music Hall (a concert venue/disco that hosted acts including U2 and Bruce Springsteen), and in the late 1980s The Concert Company, a stadium-scale touring promotion business that was later absorbed by Electric Factory Concerts.
In 1995 Starr pivoted to hospitality, opening the Continental Restaurant & Martini Bar in Philadelphia and founding STARR Restaurants. The group has since grown into one of the largest independent, multi-concept restaurant companies in the country, operating 40+ establishments — roughly 19 in Philadelphia, 9 in New York City, 6 in Washington, D.C., 4 in Florida, and an expansion into Nashville. Signature concepts include Buddakan, Morimoto, Barclay Prime, The Clocktower, and Le Coucou.
Starr is among the most decorated operators in the industry: he won the James Beard Foundation "Outstanding Restaurateur" award in 2017, the same year his New York restaurant Le Coucou (with chef Daniel Rose) was named James Beard "Best New Restaurant." He has also been named "Restaurateur of the Year" by both Bon Appétit and Zagat. His deep operational knowledge of restaurants is the lens through which he approaches angel investing — he tends to back technology that serves the businesses he knows best.
Investment Thesis & Focus
- Invests at the seed stage as an angel, frequently alongside other restaurant-industry insiders (e.g., chef Tom Colicchio and chef Ben Daitz co-invested in SALIDO).
- Concentrates on restaurant technology, food tech, and payments — software and systems that modernize how restaurants operate, take payment, and manage back-of-house.
- Brings operator credibility: his value-add is firsthand experience running a 40+ location restaurant group, making him a strategic check for founders selling into the hospitality industry.
- Geographically oriented toward North America, with strong ties to the Philadelphia and New York startup and hospitality ecosystems.
Notable Investments
- SALIDO — Cloud-based restaurant operating system / POS. Starr participated in the company's ~$2M seed round (2015, led by High Line Venture Partners). SALIDO later raised a $12M round led by First Data (2018) and was acquired by North American Bancard in 2020.
- XIPWIRE — Philadelphia-based mobile/cashless payments startup that Starr backed and piloted across his restaurants (reported 2010).
