Theodoros Pantalakis

Theodoros Pantalakis is a long-serving figure in Greek banking. He studied Business Administration at the Higher Industrial School of Piraeus (today the University of Piraeus), completing his degree between 1973 and 1977. His early management career included a senior role at the Interamerican insurance group, where he served as Deputy General Director for Economic Development from 1991 to 1996, followed by roles within the National Bank of Greece group from 1996 to 2004.

From 2004 to 2009 Pantalakis held top positions at Piraeus Bank Group, rising to Deputy CEO and Vice Chairman. In December 2009 he was appointed Governor (διοικητής) of ATEbank, the Agricultural Bank of Greece, a state-controlled lender, a post he held until the bank was resolved and its healthy assets were absorbed by Piraeus Bank in July 2012. During that period he was closely associated with Greece's PSI (Private Sector Involvement) debt-restructuring decisions and with ATEbank's insurance arm, Agrotiki Asfalistiki, where he served as non-executive chairman.

In September 2016, with the consent of the Bank of Greece and major shareholder TSMEDE (the engineers' pension fund), Pantalakis was appointed CEO and executive board member of Attica Bank, a small Athens-based lender then burdened by non-performing loans that made up roughly 60% of its portfolio. He worked under Chairman Panagiotis Roumeliotis (their relationship was publicly fractious) on stabilizing the bank, cleaning up its balance sheet, and tackling the deferred-tax-asset issue. He resigned as Managing Director and executive board member in February 2022 and was succeeded by Michalis Andreadis.

Pantalakis's career has also been marked by legal scrutiny: he faced criminal proceedings related to his tenure at Agrotiki Asfalistiki (allegations of financial damage in the ~€10 million range) and to real-estate/Piraeus Bank matters alongside former Piraeus chief Michalis Sallas. He has publicly maintained his innocence, stating "Justice will vindicate me."
