Background
Thomas Hanna spent his finance-and-operations career inside large U.S. public pension systems. Before joining Massachusetts, he worked at the New York State Common Retirement Fund, one of the largest public pension funds in the country. He joined the Massachusetts Pension Reserves Investment Management Board (MassPRIM) in 2000, initially as a senior investment analyst.
Over roughly a decade and a half at MassPRIM, Hanna rose through the finance organization — serving as Director of (Private) Accounting and then Director of Finance — before being named Chief Financial Officer in 2011. He later added the role of Chief Operating Officer, giving him oversight of the fund's finance, accounting, operations, and reporting functions during a period when PRIM's assets grew into the tens of billions (the fund was cited at roughly $62 billion in the mid-2010s). He is a CPA.
In early 2017, trade press (Chief Investment Officer / *ai-CIO*) reported that Hanna, then COO and CFO, had decided to leave MassPRIM as part of a broader senior-staff reshuffle. He is no longer listed on PRIM's current staff roster; PRIM's finance leadership today is held by Deborah A. Coulter (CFO & Chief Administration Officer) and Anthony J. Falzone (Deputy Executive Director & COO). If the "[hidden]" address in the source record is still active, it appears to be legacy contact data rather than a reflection of a current PRIM title.
For context on the institution itself: MassPRIM manages the PRIT Fund, which reached about $115.4 billion at the close of fiscal year 2025 (ended June 30, 2025) and returned 9.6% for that year. PRIM invests on behalf of the Massachusetts State Employees', Massachusetts Teachers', and Boston Teachers' retirement systems, plus many participating local systems.
Investment Thesis & Focus
- Operates as a long-horizon institutional LP, not a direct startup investor — capital is committed to external fund managers across asset classes rather than written as seed/venture checks into individual companies.
- Diversified, actuarially-driven mandate: the PRIT Fund is built around a total-fund return target (it has aimed to beat a ~7% actuarial rate and has posted strong long-term returns, e.g., a ~10% ten-year return in recent reporting).
- Strong private equity / venture program: PRIM's private equity portfolio has been ranked #1 by the American Investment Council among U.S. public pensions for long-term performance.
- Active supporter of emerging and diverse managers through PRIM's "FUTURE Initiative," committing to newer and diverse-owned fund managers.
- As COO/CFO, Hanna's remit was finance, accounting, operations, and controls — the "how the money is managed and reported" side — rather than sourcing individual deals.
Notable Investments
- PRIT Fund private equity portfolio — repeatedly recognized as a top performer; ranked #1 among public pensions by the American Investment Council for long-term private-equity returns.
- Emerging & diverse manager commitments (FUTURE Initiative) — PRIM has been notably active in backing emerging and diverse-owned managers (highlighted in 2022 coverage).
- Broad multi-asset PRIT portfolio — global public equity, fixed income, real estate, timberland, and hedge-fund/portfolio-completion strategies, totaling ~$115B as of FY2025.
