Background
Tom Stevens is the Chairman, co-founder, and a Senior Portfolio Manager of Los Angeles Capital Management, a global quantitative equity firm he helped establish in 2002. As Chairman, he plays a leading role in setting the firm's strategic direction and works directly with institutional clients on portfolio strategy, positioning, and performance reviews. LACM is an independent, employee-owned manager known for its proprietary Dynamic Alpha Stock Selection Model®, applied across more than 20 equity strategies (US large-cap growth/value, EAFE, ACWI ex-US, world small cap, US microcap, emerging markets, managed volatility, and sustainability/SFDR Article 8 strategies). The firm manages roughly $31.5 billion for institutional clients and operates a UK subsidiary, LACM Global Ltd., in London.
Before founding Los Angeles Capital, Stevens spent 22 years at Wilshire Associates, where he was a Senior Managing Director and Principal. Early in that tenure (roughly 1980–1986) he oversaw the firm's Equity Services Division, providing quantitative tools and analytics to a large roster of investment management firms. He then ran Wilshire Asset Management — a division he led for about 16 years — delivering custom, quantitatively driven asset-management solutions to large institutional investors. His career began at the National Bank of Detroit in the late 1970s as a research analyst and portfolio manager.
Stevens earned his undergraduate and graduate degrees from the University of Wisconsin–Madison, including an MBA in finance (1976), and holds the Chartered Financial Analyst (CFA) designation. Beyond the firm, he serves on the boards of LACM Global, Ltd. and the Los Angeles Capital Global Funds plc (a UCITS fund registered in Ireland), and he is active in philanthropy as a board member of Special Olympics Southern California and the Proxy Parent Foundation, which supports people living with mental illness.
Investment Thesis & Focus
- Quantitative, model-driven public-equity investing — LACM's approach centers on its Dynamic Alpha Stock Selection Model®, which dynamically adjusts factor exposures to changing market conditions rather than relying on static value/growth tilts.
- Institutional mandates, not venture — clients are pensions, endowments, and similar institutions; the firm runs 20+ separately managed equity strategies across global and regional markets.
- Breadth across the cap spectrum and geographies — from US large cap to microcap, EAFE/ACWI ex-US, world small cap, and emerging markets, plus managed-volatility and sustainability (SFDR Article 8) offerings.
- No stated angel/seed thesis exists — because Stevens operates as an institutional public-markets manager, there is no published seed-stage check size, target startup profile, or "what makes me say yes to a founder" thesis to quote.
Notable Investments
- Global, US, Non-US, and Emerging Markets Equity strategies — the core LACM product set built on the Dynamic Alpha model.
- US Microcap, World Small Cap, EAFE, and ACWI ex-US strategies — regional/cap-tier mandates for institutional clients.
- Managed Volatility and SFDR Article 8 (sustainability) strategies — risk-managed and ESG-oriented institutional offerings.
