Background

Dr. Chong Yoke Sin holds a PhD in organic chemistry from the National University of Singapore and completed the Advanced Management Program at Harvard Business School. She spent roughly two decades as a chief executive across Singapore's technology and healthcare sectors before moving into venture investing. From 1996 to 2007 she was CEO of NCS (National Computer Systems), where she helped build it into a regional IT company and contributed to Singapore's national e-government masterplan and SME technology-adoption efforts.

From November 2008 she served about eight years as the founding CEO of Integrated Health Information Systems (IHiS, now Synapxe), a Ministry of Health Holdings subsidiary. There she led the re-architecture of clinical and business systems across Singapore's public hospitals, specialists and primary-care entities, creating integrated electronic health records and the HealthHub personal-health-record portal, and driving a "chartless, paperless, filmless" public healthcare environment. She was subsequently Chief of Enterprise Business at telco StarHub (April 2017 to July 2019), where she grew its AI, cybersecurity, IoT and digital-platform businesses.

She joined iGlobe Partners as Managing Partner in 2019, where her mandate covers deep tech, biotech and digital-platform investments. iGlobe was founded in Silicon Valley and is now headquartered in Singapore, investing in what it calls "game-changing" deep-tech innovation in smart cities, synthetic biology and fintech. In 2021 the firm closed its oversubscribed iGlobe Platinum Fund III at USD 100 million.

Beyond investing, Dr. Chong is a prolific board director and public-sector contributor. Her roles have included board member of the Urban Redevelopment Authority, independent director at Wilmar International, Great Eastern Holdings, Anacle and Mount Alvernia Hospital, chair of A*STAR's Portfolio Management Committee, and chair of SMU's advisory council for the School of Computing and Information Systems. She is immediate past president of the Singapore Computer Society (and chair of its AI Ethics and Governance Council), an SID-certified Senior Accredited Director, a Fellow of both SCS and HIMSS, and an inductee of the SCS Hall of Fame (2023) and HIMSS Hall of Fame (2016).
